As the first of Germany’s sixteen Lander formally adopts the Interstate Treaty, failure to notify the European Commission of key provisions lead some observers to doubt how enforceable the legislation will turn out to be. Furthermore, an announcement by Bwin this week suggests that the Commission’s will not be the only challenge to a Treaty that is scheduled to come into force in January 2008.
