The Agua Caliente Band of Cahuilla Indians has joined the Pechanga Band of Luiseño Indians, the Morongo Band of Mission Indians and the Sycuan Band of Kumeyaay Indians in suing California Secretary of State Debra Bowen in an attempt to stop her certifying a referendum on its deal to expand gambling.
