An international consortium will formally unveil plans next week for a huge Las Vegas-style gambling and entertainment resort to be built by 2017 near the city of Zaragoza in North-East Spain but the regional government of Aragon has conceded that local gaming laws must first be changed before the monumental project can get off the ground.
