Barney Frank, the Chairman of the House Committee on Financial Services, yesterday introduced a new bill that would order a judge to define online gambling and conduct a financial impact study on the costs of compliance with the Unlawful Internet Gambling Enforcement Act (UIGEA). The measure is broadly similar to one that failed to emerge from Frank’s own committee earlier this year.
