The Portuguese gaming industry is effectively a state monopoly. Unlike its Iberian neighbour Spain, where regional governments have more influence over gaming regulation, the Portuguese government reserves the right to authorise and regulate all gaming activities throughout the national territory and decides to whom licenses should be granted to operate gaming services.
